Public Order Legislation Reviewed

People caught using mobile phones on aircraft could be detained for up to five days, according to a draft law being reviewed by the National People's Congress (NPC) Standing Committee.

Violators could also be fined up to 2,000 yuan (US$244), according to the draft law on public order administration.

The proposal, a draft amendment to the 17-year-old public security law, also imposes up to 15 days detention for peepers, eavesdroppers, and people who used hidden cameras in other people's bedrooms and bathrooms. Violators could also be fined up to 1,000 yuan (US$122).

Meanwhile, people whose noise disturbs neighbors could be fined up to 500 yuan (US$61).

People who cause an affray at sports venues by displaying insulting banners, attacking referees, judges, other athletes or other activities could be detained for up to five days and fined up to 200 yuan (US$24). Violators could be banned from sports venues for one year, says the draft.

Pet owners will be warned if their animals disturb others and owners who encourage their animals to frighten and hurt others may be detained for up to ten days and fined up to 1,000 yuan (US$121).

The draft law also covers the crime of disturbing public order by using fake dangerous substances, such as claiming that innocuous white powder is deadly anthrax.

Offenders would also gain the right to sue public security authorities or ask for an administrative review if they disagree with police officers' actions.

The NPC Standing Committee began its weeklong review session Friday.
