Indonesia's Foreign Minister Marty Natalegawa said on Monday that the Resolution 1973 on Libya is not implemented thoroughly, triggering an increase in civilian fatalities.

"The resolution is not thoroughly and comprehensively implemented," Natalegawa told a parliamentary hearing on Monday.

According to Natalegawa, only aspects of no-fly zone and disarmament of anti-aerial attack system are implemented in the resolution.

"If the Resolution 1973 was implemented thoroughly and comprehensively and in an appropriate way, in line with the United Nations Charter and the international law, it will provide protection to civilians. However, in reality, during the eight days of the implementation, the fatality among civilians gets bigger," said Natalegawa.

He said that if Indonesia was a member of the United Nations Security Council, the country surely would oppose the implementation of the Resolution 1973.

While closing the hearing, Mahfud Siddiq, the parliament's Commission I focusing on military, defense and foreign affairs, said that his institution and the government have agreed that the United Nations must take action about the implementation of the resolution.

"Therefore, the Commission I urged the government to call on other countries to join us in demanding the United Nations to evaluate the implementation," said Siddiq.
