Thai flood to recede in early November: PM

The flood water inundating outer areas of Bangkok is expected to start receding in the first week of November, Prime Minister Yingluck Shinawatra said on Saturday, Bangkok Post online reported.
In her "Yingluck Government meets People" weekly talk show on radio stations under the supervision of the Public Relations Department, Yingluck said Royal Irrigation Department has been assigned to rapidly drain the flood water out to the sea through canals in the eastern part.
The Bangkok Metropolitan Administration and the Ministry of Natural Resources and Environment have been directed to drive the northern runoff out through Khlong San Sab, she added.
In the western part of the capital, the Royal Irrigation Department and Ministry of Transport are responsible for draining the runoff from the North to the Gulf of Thailand through the Chao Phraya River and Tha Chin River, said the prime minister.
She said the flood situation in the Central Plains is improving as the flood water in central provinces of Nakhon Sawan and Chainat has already receded.
A total of 381 people were confirmed dead and two people were missing in the floods that have inundated the upper part of the country for almost three months, the Disaster Prevention and Mitigation Department reported on Saturday.
Flash floods were caused by the heavy monsoon "Nock-Ten" and overflow from several dams in upper part of the country since mid July.
On Saturday, floods still prevail in 27 of 77 provinces and are affecting about 2.2 people from 730,000 households.
