Ban called on Karzai to "take the lead on transferring commitments into reality" and take measures to fight corruption.

"We are determined to put an end to the culture of impunity as we move along the path of rule of law and democracy," Ban said.

Karzai said his government will unveil plans to improve governance, fight corruption, advance economic development, and bring Taliban fighters back into society if they are ready to lay down their arms

He said security remains Afghanistan's highest priority for years to come, adding that when more powers are transferred to Afghan forces, the international community can focus more on rebuilding the country's economy and institutions.

Karzai also promised he would fight corruption with "all means possible" during his second term.

The meeting was part of a process of transition to greater Afghan leadership. The agenda will be taken up at a conference in Kabul later this year.

Brown said the international community needs to match the increase in military forces with increased political momentum, focus on a clear set of priorities across the 43-nation coalition and marshal the maximum international effort to help the Afghan government.
