President Hu reiterates China's nuclear strategy of self-defense

During the special nuclear session, Chinese President Hu Jintao made his multi-point proposal. The meeting took place in conjunction with the annual debate of the UN General Assembly.

During the special nuclear session, Chinese President Hu Jintao made a five-point proposal for building a safer world for all through nuclear non-proliferation and disarmament.

Hu Jintao calls for countries to advance nuclear disarmament, abandon the nuclear deterrence policy based on first use of nuclear weapons, consolidate the international nuclear non-proliferation alliance, respect the right of all countries to peaceful use of nuclear energy, and take strong measures to enhance nuclear security.

Hu also reiterated China's firm commitment to a nuclear strategy of self-defense.

President Hu said, "China consistently advocates an overall prohibition and complete destruction of nuclear weapons. We adhere to the policy of no-first-use of nuclear weapons at any time and under any circumstance, and made the unequivocal commitment we will unconditionally not use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones."

The Chinese president also calls for all nuclear-weapon states to fulfill obligations under the Treaty of the Non-Proliferation of Nuclear Weapons, or NPT.

The NPT review conference in May will be an attempt to reinforce the treaty's three pillars: non-proliferation, nuclear disarmament and the peaceful use of nuclear energy.
