Qingdao has been making efforts to transform the medical care system in recent years, which led to higher levels of health metrics among citizens and balanced growth of local population, with the life expectancy reaching 80.9 years, 4.6 years more than the national average and ranking first in Shandong province. In 2017, the distribution system reforms in public healthcare facilities led to the reduction of up to 2.03 billion yuan in charges for medicine. A total of 890 million yuan was invested in the construction of public health centers and the expansion and renovation of disease control programs in various districts. In total, major healthcare projects absorbed a 7.35 billion yuan investment. The number of private healthcare facilities increased to 2983 with support from the local government. A total of 1.62 million patients with chronic diseases were treated as the city pushes for comprehensive prevention and control of chronic diseases with the construction of a national demonstration area. A total of 1.5 million residents were linked to the family doctor network, enjoying several essential medicines for chronic diseases for free and various targeted service packages after signing up. More than 4 million residents accessed the one-card system to enjoy convenience in making appointments and payments, and in getting medical examination results recognized at hospitals of the same level.
