China is to conditionally clear records of underage criminals' minor crimes in an effort to build a more lenient justice system, the Supreme People's Court (SPC) said Wednesday.
SPC would work with "relevant departments" to give more details, such as the conditions for a clear-up and the procedures, it said in the Outlines on the Third Five-year Reform of the People's Courts issued Wednesday.
A supervisor on judicial reforms with SPC, who refused to be named, said, "Trials on juvenile delinquents represent the degree of civility in a country's court system."
The Outlines also promised to improve the trial and enforcement of court rules in cases involving minors to fit with their physical and psychological conditions.
