Officials, Party members urged to study Scientific Outlook on Development

The Communist Party of China (CPC) will intensify an education campaign among its members and officials to better implement the guiding principles for the country's economic and social development.

Studying and implementation of the Scientific Outlook on Development at Party organizations would be checked by inspection teams sent by the CPC Central Committee, the Party said here on Tuesday.

He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, urged discipline organs at all levels to implement their duties and orders of the Party's central committee by comprehending the Scientific Outlook on Development.

As the Party's supervision and anti-corruption watchdog, discipline organs should attach greater importance to the implementation of the Scientific Outlook on Development, He said at a meeting on Tuesday.

The Standing Committee of the Political Bureau of the CPC Central Committee member said discipline officials should particularly study and follow the Party's creed by fighting corruption and protecting public interest.

The Scientific Outlook on Development is an important guiding principle for the country's economic and social development. It was initiated by the Party in 2003 and written into the Party's constitution during CPC's 17th National Congress in 2007.

The principle emphasizes a people-first approach, while requiring comprehensive and sustainable development with emphasis both on speed and quality.

"It not only focuses on creation of social wealth but also on an allocation of social interest and its adjustment, not only on economic growth but also on a coordinated development in the economy, politics, culture and ecology, not only on exploitation of nature but also on harmony of nature and mankind," Vice President Xi Jinping explained last month.

The CPC Central Committee has dispatched 23 inspection teams to several provinces and some ministries and commissions under the State Council, China's Cabinet, to supervise the education campaign.
