Premier Wen Jiabao, when answering questions asked by a Taiwan reporter at a press conference in the Great Hall of People, said the law had been instituted to strengthen and advance ties across the Taiwan Straits. It is a law for peaceful unification rather than a law for war against Taiwan. It does not target the Taiwan people.
