The 15th National Party Congress in 1997 stated that the state-owned enterprise reform was the most important task facing the nation’s economy. It decided to adopt joint-stock reforms for large-scale state-owned enterprises. Since then, reform of state-owned enterprises and the management of state-owned assets have made great progress and enhanced the overall quality and competitiveness of the national economy.
