Mainland Facilitates Hong Kong and Macao Journalists' Olympic Reporting



Hong Kong and Macao Affairs Office of the State Council issued on December 30, 2006 a set of administrative measures on reporting activities on the Chinese mainland by journalists from Hong Kong and Macao special administrative regions during the Beijing Olympic Games. The following is the full text of the measures:

Article 1

These measures are formulated to facilitate reporting activities carried out in accordance with the laws of the People's Republic of China by journalists from Hong Kong and Macao on the Chinese mainland to advance and promote the Olympic spirit during the Beijing Olympic Games and the preparatory period.

Article 2

These measures apply to reporting activities carried out by Hong Kong and Macao journalists covering the Beijing Olympic Games and related matters on the mainland during the Beijing Olympic Games and the preparatory period.

The Beijing Olympic Games mentioned in the measures refer to the 29th Olympic Games and the 13th Paralympic Games.

Article 3

Hong Kong and Macao journalists who intend to come to the mainland for reporting are entitled to multiple entries into the mainland with their Mainland Travel Permits for Hong Kong and Macao Residents, Olympic Identity and Accreditation Cards, Paralympic Identity and Accreditation Cards or other valid credentials.

Hong Kong and Macao journalists who hold other valid credentials and need to apply for visas shall apply for visas at the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong or the Office of the Commissioner of the Ministry of Foreign Affairs in Macao.

Article 4

Hong Kong and Macao journalists may bring a reasonable quantity of reporting equipment into the mainland duty free for their own use. The aforementioned equipment should be shipped out of the mainland at the end of their reporting activities.

To bring into the mainland reporting equipment duty free for their own use, Hong Kong and Macao journalists shall apply for the Equipment Confirmation Letter at the Liaison Office of the Central People's Government in Hong Kong or the Liaison Office of the Central People's Government in Macao and present the letter together with the Mainland Travel Permit for Hong Kong and Macao Residents and other valid credentials when going through customs inspection. Those who hold other valid credentials and need to apply for visas shall present the Equipment Confirmation Letter and the J-2 visa when going through customs inspection. Those who hold Olympic Identity and Accreditation Cards and Paralympic Identity and Accreditation Cards may present the Equipment Confirmation Letter issued by the Organizing Committee of the 29th Olympic Games when going through customs inspection.

Article 5

For reporting needs, Hong Kong and Macao journalists may, on a temporary basis, bring in, install and use radio communication equipment after completing the required application and approval procedures.

Article 6

To interview organizations or individuals on the mainland, Hong Kong and Macao journalists need only to obtain their prior consent

 Article 7

Hong Kong and Macao journalists may, through relevant service-providing organizations, hire mainland residents to assist them in their reporting activities.

Article 8

The media guide for Hong Kong and Macao journalists of the Beijing Olympic Games shall be formulated by the Organizing Committee of the 29th Olympic Games in accordance with these measures.

Article 9

These measures shall come into force as of January 1, 2007 and expire on October 17, 2008.
