Defense Minister Cao Gangchuan left Beijing Monday morning, starting an official good-will visit to Russia as guest of his Russian counterpart Sergei Ivanov.
Cao's entourage includes Chen Bingde, director of the General Armament Department of the Chinese People's Liberation Army (PLA), and other officials.
