General Information
For the past 23 years, there have been cases of misjudgment in the use of death penalty, with full authority being granted to the provincial courts to pass judgment in 1983. On October 29, 2006, China's top legislature amended the Organic Law on Courts, requiring that all death penalties meted out by provincial authorities be ratified by the Supreme People's Court (SPC). The amendment came into effect on Jan. 1, 2007, with the SPC expanding the criminal tribunals and strengthening the death penalty review team to ensure justice.
