More than a million Chinese have lodged law suits against all levels of government since the Administrative Procedure Law came into effect in 1989.
The information was released by the Supreme People's Court on Monday at an on-going national forum on the judiciary.
About 30 percent of the case were won by the citizens who filed the suits.
The law suits were filed in more than 50 categories including land disputes and abuse of police power.
From January to October 2005, Chinese courts agreed to hear 77,781 citizen initiated law suits, an increase of 3.78 percent over the same period last year. The courts delivered verdicts in 64,548 cases, up 5.19 percent from the same period last year.
Xi Xiaoming, vice president of the Supreme People's Court, said Chinese courts at all levels have safeguarded citizen's property rights and help solve disputes.
