Chilean Ambassador to the United Nations Juan Valdes said on Monday that Iraq should be managed by local authorities following a transition period.
In an interview on a local radio, the diplomat said the UN Security Council urgently requested an immediate entry into Iraq of humanitarian organizations for distribution of medicine, food and water.
"It seems convenient to us that the UN Secretary General, through a representative with the authorization of the Security Council, could work with the Iraqis on a path leading to an international conference," he added.
He pointed out that Chile, a non-permanent member of the Security Council, considered it vital the United Nations should play a central role in the transition and reconstruction of postwar Iraq.
After the pacification process, it was essential to guarantee the security of people and the election of local authorities in Iraq, he pointed out.
He said the occupying forces - the United States and British troops - have the responsibility for keeping order, security and of meeting the humanitarian needs of the Iraqi people. This was "established by the humanitarian law and the Geneva Conventions."
The ambassador said the Security Council will soon analyze US claims of Syria keeping active plans for the development of chemical weapons.
"The reference about Syria, which is a member of the Security Council, has not been talked about in the council and I don't believe this will occur soon," said the Chilean diplomat.
