Deputy secretary of the CPC Regional Committee, vice chairman, acting chairman and chairman of the Ningxia Hui Autonomous Region, in 1986-1997.

Secretary of the Leading Party Members' Group of All-China Federation of Supply and Marketing Cooperatives in 1997-1998.
