Deputy procurator-general in 1985-1993, and procurator-general in 1993-1998, of Supreme People's Procuratorate.

Vice chairman of CPPCC National Committee since 1998.

Alternate member of 13th CPC Central Committee; member of 14th and 15th CPC Central Committee.

Vice chairman of 9th CPPCC National Committee.
