Deputy governor of Liaoning Province, chairman and secretary of Leading Party Members' Group of Liaoning Provincial Science and Technology Commission in 1982-1983; Standing Committee member of CPC Committee and deputy governor of Liaoning Province in 1983-1985; secretary of CPC Liaoning Provincial Committee in 1985-1986;secretary of CPC Anhui Provincial Committee in 1986-1988.
