On January 1, 1979, on behalf of the Standing Committee of the National People?s Congress, Ye Jianying delivered the ?Message to Compatriots in Taiwan?, proposing that exchange of mail, trade and shipping services, as well as economic exchange between the mainland and Taiwan, should be realized as soon as possible.
