On January 11, 1979, the CPC Central Committee issued the ?Decision on Some Questions Concerning Acceleration of Agricultural Development (Draft).? The decision called for the practice of fixing output quotas for each group, implementing the responsibility system with remuneration linked to output and other measures, thus pushing forward the development of rural reforms.
The contracted responsibility system with remuneration linked to output based mainly on the households in rural areas was gradually put into practice in most parts of the country.
