At Party national congress held in Beijing in September 1985, Deng Xiaoping called on the Party to resolutely push forward the reform. He asked the people to discover and resolve timely problems that might arise, and stressed the importance of promoting an advanced culture and ideology. At the same meeting, Chen Yuan pointed out that the socialist economy is a planned economy.
