Dunhuang Declaration
At the summit meeting of the first DCE in September 2016, countries along the Silk Road reached consensus on further strengthening cultural exchanges and cooperation and collectively issued the Dunhuang Declaration.
The Dunhuang Declaration is based on the principle of "promoting cultural exchanges and seeking cooperative development". It reviewed the fruitful achievements of the peoples of the Eurasian continent since blazing the Silk Road as a path of friendship, praised the Silk Road Spirit of "unity and mutual trust, equality and mutual benefits, inclusiveness and mutual learning, and win-win cooperation", affirmed that Dunhuang culture exemplifies the exchanges and mutual learning among different civilizations, and emphasized determination to deepen cultural exchanges and jointly build the Belt and Road. The Declaration also reached four points of consensus to strengthen cultural exchanges and cooperation: 1. Adhere to cultural diversity, equality, and inclusiveness; 2. Protect and inherit the historical and cultural heritage of all countries; 3. Strengthen cultural dialogue and cooperation at all levels; 4. Promote cultural trade and cooperation in the cultural industry.
After the announcement of the Dunhuang Declaration, a collaborative work plan was made that included organization of high-level forums in countries along the Silk Road, scheduling of intergovernmental high-level cultural dialogues, negotiation of an intergovernmental cultural cooperation framework, and formulation of an action plan. Institutional arrangements will be made to promote sustained, efficient intergovernmental cultural dialogue. Moreover, efforts will be made to expand exchanges among civil societies, academia, and think tanks, and carry out cooperation and exchanges in fields such as literature, arts, news, broadcasting, and film as well as humanities and social sciences. Various cultural activities with distinct themes and characteristics will be organized to jointly advance major cooperation projects. The implementation of the Dunhuang Declaration will undoubtedly promote cultural exchanges and mutual learning among all the cultures along the Silk Road.
《敦煌宣言》
2016年9月,在首屆敦煌文博會高峰會議上,與會絲路沿線國家就進一步加強文化交流合作達成共識,共同發布了《敦煌宣言》。
《敦煌宣言》本著“推動文化交流、共謀合作發展”的宗旨,回顧了亞歐大陸人民共同開辟絲綢之路這條友誼之路的豐碩成果,贊揚了“和平合作、開放包容、互學互鑒、互利共贏”的絲路精神,肯定了敦煌文化是不同文明交流互鑒的典范,強調了深化人文交流,共建“一帶一路”的決心,并就進一步加強文化交流合作達成四點共識,即堅持文化多樣性平等性包容性、保護傳承各國歷史文化遺產、加強各層次文化對話與合作、促進文化貿易與文化產業合作。
《敦煌宣言》公布了以后各方的協同工作計劃,包括:絲路沿線國家將舉辦高級別論壇,開展政府間高層次文化對話,協商制定政府間文化合作框架,制定行動綱領,以制度性安排推動政府間文化對話的持續高效;同時,擴大民間往來和學界、智庫的交流,廣泛開展文學藝術、新聞出版、廣播影視、人文社科等領域合作交流,舉辦各類主題鮮明、彰顯特色的文化活動,共同推進重大合作項目。《敦煌宣言》的踐行,必將促進絲路沿線國家的文化交流和文明互鑒。
