Ecological Protection and High-Quality Development of the Yellow River Basin

Protecting the Yellow River concerns the rejuvenation and sustainable development of the Chinese nation. In harnessing the Yellow River, protection and governance assume equal importance. Since the 18th National Congress of the CPC in 2012, progress both in quantity and quality has been achieved in the Yellow River basin in terms of eco-protection, economic development, industrial integration, construction of city clusters and central cities, and rural revitalization.

In September 2019, Xi Jinping presided over a meeting in Zhengzhou on the eco-protection and high-quality development of the Yellow River basin. He emphasized the basin's pivotal role as a vital ecological screen and economic belt in China's socioeconomic development and ecological security. In October 2021, the CPC Central Committee and the State Council issued the Outline of the Ecological Protection and High-quality Development Plan of the Yellow River Basin, which laid out the priorities, key factors, development model, policies and measures, and supporting systems for the endeavors.

To implement this national plan, the nine provinces and autonomous regions along the Yellow River are accelerating green industrial development and further aligning innovative resources with production factors for high-quality development.

Henan holds an important position in the Yellow River basin and China's new development dynamic. With a population of more than 100 million and producing one quarter of wheat and one tenth of grain for the country, the province plays an irreplaceable part in ensuring national food security. The unique landforms along the Yellow River set the riverside regions an arduous task in promoting ecological conservation in the river basin. Since the basin's eco-protection and high-quality development was made a major national strategy, Henan has set the goals to develop an eco-protection demonstration zone, a high-quality development pioneer zone, and a zone for preservation and innovative development of the Yellow River culture. It will rely more on innovation as a driving force and move faster to establish green manufacturing and service systems in pursuit of integrated development of city clusters powered by the construction of the Zhengzhou metropolitan area.

黃河流域生態(tài)保護和高質(zhì)量發(fā)展

保護黃河是事關中華民族偉大復興和永續(xù)發(fā)展的千秋大計。治理黃河，重在保護，要在治理。中共十八大以來，黃河流域生態(tài)保護、經(jīng)濟發(fā)展、產(chǎn)業(yè)融合、城市群和中心城市建設、鄉(xiāng)村振興等方面取得諸多成績，初步實現(xiàn)了量和質(zhì)的融合發(fā)展。

2019年9月，習近平在河南省鄭州市主持召開黃河流域生態(tài)保護和高質(zhì)量發(fā)展座談會時強調(diào)，黃河流域是中國重要的生態(tài)屏障和重要的經(jīng)濟地帶，在國家經(jīng)濟社會發(fā)展和生態(tài)安全方面具有十分重要的地位。2021年10月，中共中央、國務院印發(fā)《黃河流域生態(tài)保護和高質(zhì)量發(fā)展規(guī)劃綱要》，對流域生態(tài)保護和高質(zhì)量發(fā)展過程的重點方向、關鍵要素、發(fā)展模式、政策措施、支撐體系等進行了綱領性規(guī)劃。

在黃河流域生態(tài)保護和高質(zhì)量發(fā)展這一重大國家戰(zhàn)略指引下，沿黃各省區(qū)正進一步高效推動產(chǎn)業(yè)綠色發(fā)展，強化創(chuàng)新資源與生產(chǎn)要素的高效融合，以真正實現(xiàn)黃河流域高質(zhì)量發(fā)展。

河南省在黃河流域以及新發(fā)展格局中的地位舉足輕重。河南省承載了全國1億多人口、全國1/4的小麥產(chǎn)量和全國1/10的糧食產(chǎn)量，承擔著保障國家糧食安全的重大任務。河南省沿黃區(qū)域是地形地貌特征最為特殊的地區(qū)，在黃河全流域生態(tài)文明建設中肩負了特殊使命和艱巨任務。黃河流域生態(tài)保護和高質(zhì)量發(fā)展上升為重大國家戰(zhàn)略以來，河南省提出打造黃河生態(tài)保護示范區(qū)、黃河高質(zhì)量發(fā)展引領區(qū)、黃河文化傳承創(chuàng)新區(qū)，強化創(chuàng)新動力，加快建設綠色制造體系和服務體系，逐步構(gòu)建以鄭州都市圈建設為核心引擎的都市圈一體化發(fā)展體制機制。
