Democratic Centralism

Democratic centralism combines centralism based on democracy with democracy under centralized guidance. 

According to the CPC Constitution, the Party is an integral body organized in accordance with its program and Constitution and on the basis of democratic centralism. 

Democratic centralism is both the Party's fundamental organizational principle and the application of the mass line in everyday Party activities. It has proven an effective instrument for enhancing the Party's creativity, cohesion, and readiness to meet challenges and for ensuring its solidarity and unity. 

Democratic centralism reflects the essence of socialism, ensures the integration of Party leadership, running of the country by the people, and law-based governance, and better balances democracy and efficiency. It has also been constantly improved in practice.

民主集中制

民主集中制是民主基礎上的集中和集中指導下的民主相結合。《中國共產(chǎn)黨章程》指出，中國共產(chǎn)黨是根據(jù)自己的綱領和章程，按照民主集中制組織起來的統(tǒng)一整體。

民主集中制是黨的根本組織原則，是群眾路線在黨的生活中的運用，是保證黨的創(chuàng)造力、凝聚力、戰(zhàn)斗力和團結統(tǒng)一的重要法寶。民主集中制體現(xiàn)了社會主義制度的本質；保證了黨的領導、人民當家作主、依法治國的有機統(tǒng)一；優(yōu)化了民主與效率的關系；需要在實踐中不斷健全和完善。
