System of Regular Contact of Deputies with the People

According to the Law on the Deputies to the National People's Congress and the Local People's Congresses at All Levels, all deputies should maintain close contact with the general public to understand their views and wishes, benefit from public insights, and accept the scrutiny of the people. When the people's congresses are not in session, the deputies will take part in activities organized for them to learn about and convey the views and requests of the constituencies or organizations that have elected them. This shall help them better serve the people as the bond that links the Party and the state with the people.

The deputies are obliged to explain to the people the Party's guidelines, principles, and policies; the Constitution, laws, and regulations; and the resolutions and decisions of the people's congresses at their respective levels and their standing committees, and learn how these are implemented at the grassroots. They also take into account the views and suggestions of the general public about the state organs and their functionaries and the needs of the constituencies or organizations that have elected them, which will prepare them for deliberating the proposals and reports during the sessions of the people's congresses, and for submitting their proposals, criticisms, and views to the sessions. In line with the legislative and supervisory plans of the said people's congresses and their standing committees, these deputies will collect the views and suggestions of the staff of their own work units and industries and the general public and make preparations for attending the meetings of the said standing committees in a non-voting capacity, inspecting law enforcement, and conducting legislative research.

人大代表聯系群眾制度

人大代表聯系群眾是《中華人民共和國全國人民代表大會和地方各級人民代表大會代表法》賦予各級人大代表的一項神圣職責。人大代表在任職期間要通過多種形式，廣泛聯系群眾，了解民情，反映民意，集中民智，自覺接受群眾的監督。人大代表積極參加閉會期間統一組織的履職活動，通過多種方式聽取、反映原選區選民或者原選舉單位的意見和要求，努力為人民服務，充分發揮人大代表作為黨和國家聯系人民群眾橋梁紐帶作用。

人大代表聯系人民群眾的工作內容主要包括：向群眾宣傳黨的路線、方針、政策；宣傳憲法、法律、法規，以及本級人大及其常委會的決議、決定，并了解基層的貫徹落實情況；聽取群眾對國家機關和國家工作人員的意見和建議，了解原選區選民或原選舉單位和人民群眾的要求，為在本級人民代表大會會議期間參加審議各項議案和報告、提出議案與建議、批評和意見作準備；圍繞本級人大及其常委會立法、監督等工作安排，征求代表所在單位、行業和人民群眾的意見和建議，為應邀列席本級人大常委會會議、參加執法檢查和立法調研等作準備等。
