The Five-Sphere Integrated Plan

The Five-sphere Integrated Plan – the development of socialism with Chinese characteristics encompassing economic, political, cultural, social and eco-environmental development – was proposed at the 18th National Congress of the CPC in 2012. While economic development continues to be the central pillar, economic, political, cultural, social and eco-environmental development is to be promoted on all fronts, modernization is to be developed in all areas, and all elements are to be advanced in a coordinated manner.

The 19th National Congress of the CPC in 2017 defined a new strategy for China's socialist modernization, and set overall goals in these five fields in the new era. The Five-sphere Integrated Plan is a roadmap for building Chinese socialism and promoting well-rounded human development and social progress.

The five spheres are an integrated whole. Among them, economic development is the ultimate goal, political progress provides the guarantee of good governance, cultural development is the soul, social progress is the precondition, and eco-environmental improvement is the foundation. The endeavors are expected to bring new heights in every dimension of material, political, cultural and ethical, social, and eco-environmental progress, and build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.

The Five-sphere Integrated Plan reflects the CPC's deeper understanding of the underlying principles driving coordinated progress in all sectors and of socialism with distinctive Chinese features, and embraces the fundamental interests and shared aspiration of the Chinese people.

“五位一體”總體布局

“五位一體”總體布局形成于2012年召開的中共十八大，它要求在堅持以經(jīng)濟(jì)建設(shè)為中心的同時，全面推進(jìn)經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè)，促進(jìn)現(xiàn)代化建設(shè)各個環(huán)節(jié)、各個方面協(xié)調(diào)發(fā)展。

2017年召開的中共十九大在全面總結(jié)經(jīng)驗、深入分析形勢的基礎(chǔ)上，對中國社會主義現(xiàn)代化作出新的戰(zhàn)略部署，明確以“五位一體”總體布局推進(jìn)中國特色社會主義事業(yè)，從經(jīng)濟(jì)、政治、文化、社會、生態(tài)文明五個方面，制定了新時代統(tǒng)籌推進(jìn)“五位一體”總體布局的戰(zhàn)略目標(biāo)。這是新時代推進(jìn)中國特色社會主義事業(yè)的路線圖，是更好推動人的全面發(fā)展、社會全面進(jìn)步的任務(wù)書。

“五位一體”總體布局是一個有機(jī)整體。其中，經(jīng)濟(jì)建設(shè)是根本，政治建設(shè)是保障，文化建設(shè)是靈魂，社會建設(shè)是條件，生態(tài)文明建設(shè)是基礎(chǔ)，共同致力于全面提升國家物質(zhì)文明、政治文明、精神文明、社會文明、生態(tài)文明，統(tǒng)一于建成富強(qiáng)民主文明和諧美麗的社會主義現(xiàn)代化強(qiáng)國的目標(biāo)。

“五位一體”總體布局的提出，體現(xiàn)了中國共產(chǎn)黨對協(xié)調(diào)發(fā)展的規(guī)律性認(rèn)識不斷深化，對中國特色社會主義的規(guī)律性認(rèn)識不斷深化，代表了人民群眾的根本利益和共同愿望。
