Rural Revitalization

At its 19th National Congress, the CPC made rural revitalization a national strategy. Based on progress in building a new socialist countryside, the congress report set the general requirements of building rural areas with thriving businesses, pleasant living environments, good social civility, effective governance, and prosperity. This will upgrade the overall quality of rural development.

Creating pleasant living environments is a natural requirement for rural revitalization. From the perspective of eco-civilization, rural areas account for the largest part of the eco-environment, and this is one of their major advantages. Industrialization of environmental protection activities will help villagers increase their incomes, promote green agriculture, and improve rural environments, so that agriculture will be more eco-friendly and rural areas will be more livable. It is a key feature of building eco-civilization in the rural areas.

In implementing the rural revitalization strategy and promoting the green development model and green lifestyles, greater efforts will be needed to resolve prominent environmental problems, increase the supply of agricultural eco-products and services, strengthen the protection of resources and environment, intensify the prevention and control of rural non-point source pollution, and expand trials in crop rotation and keeping land fallow. A holistic approach will be followed to the conservation of mountains, rivers, forests, farmlands, lakes and grasslands, and the protection of the beautiful landscape with lucid waters and lush mountains.

鄉村振興

中共十九大作出了實施鄉村振興戰略的重大決策，在建設社會主義新農村的基礎上，明確提出“產業興旺、生態宜居、鄉風文明、治理有效、生活富?！钡目傄螅嫣嵘r村發展的內涵。

生態宜居是鄉村振興的內在要求。從生態文明建設的角度看，鄉村是生態環境的主體區域，生態是鄉村最大的發展優勢。以生態產業化帶動鄉村居民增收致富，推動農業綠色發展和農村環境改善，使農業更生態化、農村更宜居，是實現鄉村生態文明建設的關鍵。實施鄉村振興戰略，推行綠色發展方式和生活方式，要加強農村突出環境問題的綜合治理，增加農業生態產品和服務供給，加強農村資源環境保護，強化農業面源污染防治，擴大耕地輪作休耕試點，實施山水林田湖草綜合治理，保護好綠水青山和清新清凈的田園風光。
