Inter-Regional Cooperation on Pollution Prevention and Control

The 18th CPC Central Committee, at its third plenary session in 2013, decided to establish an inter-regional mechanism for comprehensive land and marine ecosystem protection and restoration and pollution prevention and control.

The amended Law on Environmental Protection, enacted in January 2015, stipulates that joint mechanisms across different administrative regions will be set up for unified planning, standards, and monitoring, prevention and control of pollution and ecological damage of the key regions and river basins.

The document on building a modern environmental governance system, issued in March 2020, also highlighted inter-regional and cross-river-basin cooperation on pollution prevention and control. This once again proves the importance of joint endeavors to environmental governance.

污染防治聯(lián)防聯(lián)控

2013年11月，中共十八屆三中全會《決定》提出，建立陸海統(tǒng)籌的生態(tài)系統(tǒng)保護修復(fù)和污染防治區(qū)域聯(lián)動機制。2015年1月施行的新修訂的《中華人民共和國環(huán)境保護法》，第一次以法律的形式明確規(guī)定，國家建立跨行政區(qū)域的重點區(qū)域、流域環(huán)境污染與生態(tài)破壞聯(lián)合防治協(xié)調(diào)機制，實行統(tǒng)一規(guī)劃、統(tǒng)一標準、統(tǒng)一監(jiān)測、統(tǒng)一防治的措施。2020年3月，中共中央辦公廳、國務(wù)院辦公廳印發(fā)《關(guān)于構(gòu)建現(xiàn)代環(huán)境治理體系的指導(dǎo)意見》，明確提出推動跨區(qū)域跨流域污染防治聯(lián)防聯(lián)控。中國將污染防治聯(lián)防聯(lián)控作為健全環(huán)境治理監(jiān)管的重要方式，推動構(gòu)建現(xiàn)代環(huán)境治理體系。
