All under heaven belong to the people.

This belief comes from The Book of Rites. It is an ideal of political governance. It means that everything under heaven, including the throne of the monarch, belongs to all the people. This implies an opposition to the hereditary system and an advocacy of recommending advancement based on virtue instead. It also embodies the people-centered thought and the ideal of universal harmony embraced by the Chinese nation. The state where all under heaven belong to the people is a lofty political ideal and a grand vision that has inspired the nation since ancient times.

Xi Jinping has more than once talked about this subject and the CPC's concern about the future of humanity. Speaking at the CPC in Dialogue with World Political Parties High-Level Meeting in December 2017, he said: The Chinese nation believes that "All under heaven are one family" and that "All people are siblings, and all things are man's kin," and it values "coexistence of all nations in harmony" and "universal harmony under heaven." The Chinese long for an ideal state in which "When the Great Way rules, all under heaven belong to the people."

天下為公

“天下為公”出自《禮記》，是一種美好的社會(huì)政治理想，意為天下是屬于公眾的，天下為天下人所共有，君王之位非一人所私有，而為公眾所共有。這其中包含著反對(duì)世襲制，推舉有才德之人的“尚賢”和“民本”思想，也蘊(yùn)含著中國(guó)人所熟知的“大同”理想。“天下為公”為人們?cè)O(shè)定了理想而崇高的政治目標(biāo)，描繪了遠(yuǎn)大而美好的社會(huì)愿景。

中共十八大以來(lái)，習(xí)近平多次談及“天下為公”，彰顯中國(guó)共產(chǎn)黨胸懷天下的使命擔(dān)當(dāng)。2017年12月，他在中國(guó)共產(chǎn)黨與世界政黨高層對(duì)話會(huì)上指出，中華民族歷來(lái)講求“天下一家”，主張民胞物與、協(xié)和萬(wàn)邦、天下大同，憧憬“大道之行，天下為公”的美好世界。
