The Party's Goal of Building a Strong Military in the New Era

Xi Jinping frames the goal of building a strong military in the new era as part of his vision for realizing the Chinese Dream of national renewal. 

The CPC has succeeded in guiding the people's armed forces through various historical periods by setting new requirements for their missions in response to a changing context. 

Addressing the plenary meeting of the People's Liberation Army (PLA) delegates to the first session of the 12th National People's Congress (NPC) on March 11, 2013, Xi Jinping outlined the goal of building a people's military that obeys the Party's command, is able to fight and win, and maintains excellent conduct. 

He reaffirmed this imperative in his report to the Party's 19th National Congress, and added that we should build the people's forces into world-class forces. Specifically, he emphasized the importance of the Party's absolute leadership over the military, which is the soul of the military and determines its political direction, the need to improve its combat capabilities which is its fundamental function, and the need to strengthen discipline and ethics so as to ensure that it stays true to its nature, purpose and character. The goal is to create a world-class military capable of effectively defending the national security and exerting global influence by the mid-21st century, coinciding with China's effort to build a strong country.  

黨在新時(shí)代的強(qiáng)軍目標(biāo)

習(xí)近平著眼實(shí)現(xiàn)中華民族偉大復(fù)興中國夢(mèng)提出新時(shí)代軍隊(duì)建設(shè)目標(biāo)。

在各個(gè)歷史時(shí)期，中國共產(chǎn)黨都根據(jù)形勢(shì)任務(wù)的變化，明確提出人民軍隊(duì)建設(shè)發(fā)展的目標(biāo)要求，引領(lǐng)軍隊(duì)建設(shè)不斷向前發(fā)展。2013年3月11日，習(xí)近平在十二屆全國人大一次會(huì)議解放軍代表團(tuán)全體會(huì)議上，將建設(shè)一支聽黨指揮、能打勝仗、作風(fēng)優(yōu)良的人民軍隊(duì)確立為強(qiáng)軍目標(biāo)。2017年10月18日，習(xí)近平在中國共產(chǎn)黨第十九次全國代表大會(huì)的報(bào)告中指出，黨在新時(shí)代的強(qiáng)軍目標(biāo)是建設(shè)一支聽黨指揮、能打勝仗、作風(fēng)優(yōu)良的人民軍隊(duì)，把人民軍隊(duì)建設(shè)成為世界一流軍隊(duì)。聽黨指揮是靈魂，決定軍隊(duì)建設(shè)的政治方向；能打勝仗是核心，反映軍隊(duì)的根本職能和軍隊(duì)建設(shè)的根本指向；作風(fēng)優(yōu)良是保證，關(guān)系軍隊(duì)的性質(zhì)、宗旨、本色。到本世紀(jì)中葉，把人民軍隊(duì)全面建成世界一流軍隊(duì)，這就是建成同我國強(qiáng)國地位相稱、能夠全面有效維護(hù)國家安全、具備強(qiáng)大國際影響力的世界一流軍隊(duì)。
