Combat Effectiveness as the Criterion

The Party and the people want our military to be able to fight and win wars, and this is the fundamental requirement for the military. Possession of this ability enables the military to fulfill its duties. 

As Xi Jinping pointed out, the military is built to fight, and combat effectiveness is the sole and fundamental criterion of all military endeavors. Efforts to build combat capabilities should therefore be placed at the heart of all of the military's activities, viewed as the starting point as well as the end objective, and used as a yardstick for evaluation. It is essential in this regard to adapt the Chinese military to the information age, and align all activities with the goal of building a strong military with joint operations capabilities based on network-enabled information systems, able to operate in multiple domains and win informationized wars. 

戰斗力標準

能打仗、打勝仗是黨和人民對軍隊的根本要求，是軍隊使命職責之所在、軍隊存在的根本價值之所在。習近平強調，軍隊是要打仗的，要牢固樹立戰斗力這個唯一的根本的標準。中國軍隊堅持把戰斗力標準貫徹到全軍各項建設和工作之中，堅持把提高戰斗力作為全軍各項建設的出發點和落腳點，堅持用是否有利于提高戰斗力來衡量和檢驗各項工作，使各項建設和工作向實現建設信息化軍隊、打贏信息化戰爭的戰略目標聚焦，向實施一體化聯合作戰的要求聚焦，向形成基于網絡信息體系的聯合作戰能力、全域作戰能力聚焦。
