The Virtue of Practicing Economy in Building a Strong Military

China's military always practices economy and never tolerates wasteful conduct. Everything should be done in a way that ensures that no money is wasted and that every cent counts. Measures are in place to conserve energy and other resources, reduce waste, and improve efficiency and cost-effectiveness. 

Compared with other major countries, China's defense spending is low, whether as a share of GDP or total government spending, or whether in terms of general per capita spending or spending per service member. Rigorous military budget management is essential to ensuring rational resource allocation and making the most of the available resources.

中國軍隊始終堅持貫徹勤儉建軍方針，發(fā)揚艱苦奮斗精神，堅持勤儉辦一切事業(yè)，按照節(jié)約每一個銅板的精神花好每一分錢，大力推進節(jié)能降耗、資源節(jié)約工作，厲行節(jié)約、反對浪費，提高部隊建設精準度和效費比。與世界主要國家相比，中國國防費無論是占國內(nèi)生產(chǎn)總值和國家財政支出的比重，還是國民人均和軍人人均數(shù)額，都處于較低水平，需要突出加強軍費管理，科學確定投向投量，最大限度地提高經(jīng)費保障效益，確保財力向戰(zhàn)斗力有效轉(zhuǎn)化。
