A Fundamental Change to How the Military Is Run

Effective and strict implementation of law-based governance underpins the effort to build a strong military, and constitutes the central pillar of the CPC’s strategy for strengthening the armed forces. This requires a fundamental change to the way the military is run, that is, a paradigm shift from reliance on experience and administrative orders to law-based processes, and from ad hoc, stop-gap and improvised measures to a consistent and systematic approach that respects established codes and procedures.

Efforts to this end in recent years have focused on better delegation of responsibilities in the reformed organizations; rollout of lists of duties; legal awareness training; and targeted approaches to the development, management and employment of military forces in accordance with standards and regulations. This is designed to ensure that all Party committees, executive branches, military units and service members act in compliance with established rules.   

治軍方式根本性轉變

依法治軍、從嚴治軍是強軍之基，是中國共產黨建軍治軍的基本方略。深入推進依法治軍、從嚴治軍，要求治軍方式發生一場深刻變革，實現從單純依靠行政命令的做法向依法行政的根本性轉變，從單純靠習慣和經驗開展工作的方式向依靠法規和制度開展工作的根本性轉變，從突擊式、運動式抓工作的方式向按條令條例辦事的根本性轉變。近年來，中國軍隊科學設置機構，建立職責清單，強化官兵法治素養，軍隊建設、管理和作戰行動日益標準化、規范化、精細化，全軍逐步形成黨委依法決策、機關依法指導、部隊依法行動、官兵依法履職的良好局面。
