“五級(jí)書記”
中國(guó)共產(chǎn)黨的領(lǐng)導(dǎo)是中國(guó)脫貧攻堅(jiān)最大的政治優(yōu)勢(shì)?！拔寮?jí)書記”是指省、市、縣、鄉(xiāng)四級(jí)黨委書記和村黨支部書記。脫貧攻堅(jiān)是省市縣鄉(xiāng)村五級(jí)書記一起抓的一把手工程，是一項(xiàng)極其重大、極為嚴(yán)肅的政治任務(wù)。
中共中央決定，脫貧攻堅(jiān)任務(wù)重的省區(qū)市的黨政一把手簽訂脫貧攻堅(jiān)責(zé)任書，向中央作出承諾，并且要層層落實(shí)責(zé)任，省市縣鄉(xiāng)村五級(jí)書記一起抓扶貧。同時(shí)，應(yīng)充分發(fā)揮貧困地區(qū)和貧困人口作為脫貧攻堅(jiān)主體的作用。貧困人口的脫貧、貧困地區(qū)的發(fā)展，需要黨和政府的幫助，需要各方面的支持，但最終還是要靠自身努力。必須激發(fā)貧困地區(qū)、貧困人口的內(nèi)生動(dòng)力，鼓勵(lì)他們自力更生、艱苦奮斗、勤勞致富、自強(qiáng)不息，在國(guó)家政策支持下，在各方面支持下，靠自己的雙手改變貧窮面貌，改變落后的命運(yùn)。
習(xí)近平強(qiáng)調(diào)，要把實(shí)施鄉(xiāng)村振興戰(zhàn)略擺在優(yōu)先位置，堅(jiān)持五級(jí)書記抓鄉(xiāng)村振興，讓鄉(xiāng)村振興成為全黨全社會(huì)的共同行動(dòng)。通過(guò)實(shí)現(xiàn)鄉(xiāng)村產(chǎn)業(yè)振興、人才振興、文化振興、生態(tài)振興、組織振興，推動(dòng)農(nóng)業(yè)全面升級(jí)、農(nóng)村全面進(jìn)步、農(nóng)民全面發(fā)展。
CPC Secretaries at Five Levels Responsible for Poverty Elimination
The CPC leadership is China's biggest political strength in its poverty elimination effort. The five levels refer to the Party committees of provinces, cities (prefectures), counties and townships, and the Party branches of villages. For Party secretaries at these five levels, poverty elimination is a serious political task that they must take on the responsibility to fulfill.
The CPC Central Committee has decided that in places with challenging poverty elimination work, the heads of provincial-level Party committees and governments will assume overall responsibility and sign written pledges to the central leadership, and they and their subordinates at all levels will be responsible for poverty alleviation under their jurisdiction.
Poor people and poor regions will play a key role in poverty elimination. In addition to assistance from the CPC, the government and other social sectors, they need to rely on themselves. They must be inculcated with an internal drive to better themselves.
Xi Jinping emphasizes giving top priority to the rural revitalization strategy, and having Party secretaries at five levels take charge of the implementation. The vision is to promote the overall upgrading of agriculture and progress of rural areas and farmers through developing economic activities, cultural progress, and eco-environmental conservation.
