堅(jiān)持黨對(duì)脫貧攻堅(jiān)的領(lǐng)導(dǎo)

消除貧困就是中國(guó)共產(chǎn)黨的初心和使命，不同歷史時(shí)期，黨都領(lǐng)導(dǎo)人民以不同方式不斷為實(shí)現(xiàn)這一目標(biāo)而努力。中共十八大以來(lái)，脫貧攻堅(jiān)被納入“五位一體”總體布局和“四個(gè)全面”戰(zhàn)略布局進(jìn)行部署，黨對(duì)于脫貧攻堅(jiān)的領(lǐng)導(dǎo)得以不斷強(qiáng)化，黨的領(lǐng)導(dǎo)力、組織力和戰(zhàn)斗力得以充分運(yùn)用于打贏脫貧攻堅(jiān)戰(zhàn)。

黨對(duì)于脫貧攻堅(jiān)的總體把握，確保了脫貧攻堅(jiān)的方向不偏移，強(qiáng)化了黨是脫貧攻堅(jiān)的政治保證這一根本認(rèn)識(shí)。特別是在脫貧攻堅(jiān)任務(wù)重的地區(qū)，黨委和政府始終把脫貧攻堅(jiān)作為“十三五”期間頭等大事和第一民生工程來(lái)抓，堅(jiān)持以脫貧攻堅(jiān)統(tǒng)攬經(jīng)濟(jì)社會(huì)發(fā)展全局，充分發(fā)揮各級(jí)扶貧開(kāi)發(fā)領(lǐng)導(dǎo)小組的作用，加強(qiáng)扶貧機(jī)構(gòu)隊(duì)伍建設(shè)。黨組織體系是脫貧攻堅(jiān)的組織載體，尤其是基層黨組織的作用突出。正所謂“農(nóng)村要發(fā)展，農(nóng)民要致富，關(guān)鍵靠支部”。

2015年中央扶貧開(kāi)發(fā)工作會(huì)議以來(lái)，脫貧攻堅(jiān)頂層設(shè)計(jì)基本完成，“五級(jí)書(shū)記”抓扶貧、全黨動(dòng)員促攻堅(jiān)的格局基本形成，各項(xiàng)決策部署得到較好貫徹落實(shí)，精準(zhǔn)扶貧、精準(zhǔn)脫貧深入人心。

The CPC Leadership over Poverty Elimination

Eliminating poverty is part of the CPC's mission and aspiration. In different historic periods, the CPC has led the people to work for this goal in different ways.

Since 2012, poverty elimination has been incorporated into China's Five-sphere Integrated Plan and Four-pronged Comprehensive Strategy. The CPC leadership over the campaign has been reinforced, and the CPC's leadership and mobilization capacity have been fully leveraged to ensure victory in the fight against poverty.

The Party's overall command keeps the poverty elimination campaign on the right course and provides a solid political guarantee for achieving the final goal. In places where poverty elimination work is tough, local authorities and Party committees take poverty elimination their top priority and the most important project for improving people's wellbeing during the 13th Five-year Plan period (2016-2020). They focus on poverty elimination in overall social and economic development. The poverty alleviation leading groups at all levels attend to their role, build effective mechanisms, and create a contingent of competent personnel.

Party organizations, grassroots branches in particular, are the organizational medium for carrying out poverty elimination work. Village Party branches are key to rural development and to the common prosperity of rural residents.

Following the Central Conference on Poverty Alleviation and Development in 2015, the top-level strategy for poverty elimination has been completed. A structure has been built with Party secretaries at five levels in charge and the whole Party mobilized, and relevant planning and measures have been implemented. Targeted poverty alleviation and elimination have gained extensive support across the country.
