The Four-Pronged Comprehensive Strategy

During an inspection tour in Jiangsu Province in December 2014, Xi Jinping for the first time talked about the Four-pronged Comprehensive Strategy, which consists of completing the building of a society which is moderately prosperous in all respects, comprehensively expanding in-depth reform, comprehensively promoting law-based governance, and comprehensively enforcing strict Party self-governance.

Speaking to the provincial officials attending a training session at the Central Party School in February 2015, he called this a strategy, which he used to summarize the governance framework of the CPC Central Committee since the 18th National Congress.

This Four-pronged Comprehensive Strategy was formulated to help solve the most pressing problems and issues currently facing the country. It caters to the needs of China’s development reality.

The four prongs are closely interconnected. Together they support the overall development of Chinese socialism. Completing the building of a moderately prosperous society in all respects is the strategic goal and foremost element of the Four-pronged Comprehensive Strategy. The other three are strategic measures that support the strategic goal.

The Four-pronged Comprehensive Strategy is an important guarantee of the Two Centennial Goals and the Chinese Dream of national rejuvenation.

四個(gè)全面”戰(zhàn)略布局

2014年12月，習(xí)近平在江蘇省調(diào)研時(shí)，首次將全面建成小康社會(huì)、全面深化改革、全面依法治國、全面從嚴(yán)治黨這“四個(gè)全面”并提。2015年2月，習(xí)近平在中央黨校省部級(jí)主要領(lǐng)導(dǎo)干部研討班開班式上，明確肯定“四個(gè)全面”是“戰(zhàn)略布局”，并且第一次用“戰(zhàn)略布局”這個(gè)詞來概括中共十八大以來黨中央治國理政的總體框架。“四個(gè)全面”戰(zhàn)略布局是從中國發(fā)展現(xiàn)實(shí)需要中得出來的，是從人民群眾的熱切期待中得出來的，是為推動(dòng)解決中國面臨的突出矛盾和問題提出來的，適應(yīng)了中國現(xiàn)實(shí)發(fā)展的需要。“四個(gè)全面”戰(zhàn)略布局，既有戰(zhàn)略目標(biāo)又有戰(zhàn)略舉措，每一個(gè)“全面”都蘊(yùn)含著重大戰(zhàn)略意義，相互之間密切聯(lián)系、有機(jī)統(tǒng)一，具有緊密的內(nèi)在邏輯，是一個(gè)整體戰(zhàn)略部署的有序展開，共同支撐起中國特色社會(huì)主義事業(yè)全局。全面建成小康社會(huì)是重大戰(zhàn)略目標(biāo)，在“四個(gè)全面”戰(zhàn)略布局中居于引領(lǐng)地位。全面深化改革、全面依法治國、全面從嚴(yán)治黨是三大戰(zhàn)略舉措，為如期全面建成小康社會(huì)提供重要保障，三大戰(zhàn)略舉措對(duì)實(shí)現(xiàn)全面建成小康社會(huì)戰(zhàn)略目標(biāo)一個(gè)都不能缺。“四個(gè)全面”戰(zhàn)略布局，是中國共產(chǎn)黨在新形勢(shì)下治國理政的總方略，是事關(guān)黨和國家長遠(yuǎn)發(fā)展的總戰(zhàn)略，為實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢(mèng)提供了重要保障。
