The Four-Pronged Comprehensive Strategy
During an inspection tour in Jiangsu Province in December 2014, Xi Jinping for the first time talked about the Four-pronged Comprehensive Strategy, which consists of completing the building of a society which is moderately prosperous in all respects, comprehensively expanding in-depth reform, comprehensively promoting law-based governance, and comprehensively enforcing strict Party self-governance.
Speaking to the provincial officials attending a training session at the Central Party School in February 2015, he called this a strategy, which he used to summarize the governance framework of the CPC Central Committee since the 18th National Congress.
This Four-pronged Comprehensive Strategy was formulated to help solve the most pressing problems and issues currently facing the country. It caters to the needs of China’s development reality.
The four prongs are closely interconnected. Together they support the overall development of Chinese socialism. Completing the building of a moderately prosperous society in all respects is the strategic goal and foremost element of the Four-pronged Comprehensive Strategy. The other three are strategic measures that support the strategic goal.
The Four-pronged Comprehensive Strategy is an important guarantee of the Two Centennial Goals and the Chinese Dream of national rejuvenation.
四個全面”戰(zhàn)略布局
2014年12月，習近平在江蘇省調研時，首次將全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨這“四個全面”并提。2015年2月，習近平在中央黨校省部級主要領導干部研討班開班式上，明確肯定“四個全面”是“戰(zhàn)略布局”，并且第一次用“戰(zhàn)略布局”這個詞來概括中共十八大以來黨中央治國理政的總體框架。“四個全面”戰(zhàn)略布局是從中國發(fā)展現(xiàn)實需要中得出來的，是從人民群眾的熱切期待中得出來的，是為推動解決中國面臨的突出矛盾和問題提出來的，適應了中國現(xiàn)實發(fā)展的需要?！八膫€全面”戰(zhàn)略布局，既有戰(zhàn)略目標又有戰(zhàn)略舉措，每一個“全面”都蘊含著重大戰(zhàn)略意義，相互之間密切聯(lián)系、有機統(tǒng)一，具有緊密的內(nèi)在邏輯，是一個整體戰(zhàn)略部署的有序展開，共同支撐起中國特色社會主義事業(yè)全局。全面建成小康社會是重大戰(zhàn)略目標，在“四個全面”戰(zhàn)略布局中居于引領地位。全面深化改革、全面依法治國、全面從嚴治黨是三大戰(zhàn)略舉措，為如期全面建成小康社會提供重要保障，三大戰(zhàn)略舉措對實現(xiàn)全面建成小康社會戰(zhàn)略目標一個都不能缺。“四個全面”戰(zhàn)略布局，是中國共產(chǎn)黨在新形勢下治國理政的總方略，是事關黨和國家長遠發(fā)展的總戰(zhàn)略，為實現(xiàn)“兩個一百年”奮斗目標、實現(xiàn)中華民族偉大復興的中國夢提供了重要保障。
