The Four-pronged Strategy

During an inspection tour in Jiangsu Province in December, 2014, Xi Jinping spoke explicitly about the Four-pronged Strategy, which consists of completing the building of a society which is moderately prosperous in all respects, comprehensively expanding in-depth reform, comprehensively promoting law-based governance, and comprehensively enforcing strict Party self-governance. This Four-pronged Strategy emerged from China's actual developmental needs and from the expectations of the people, and was formulated to help solve the most pressing problems and issues currently facing the country. The four prongs are closely interconnected, holistically integrated and tightly linked by their internal logic. They are organized in an orderly manner by an overarching strategic plan and together they support the entire strategy of Chinese socialism. Completing the building of a society which is moderately prosperous in all respects is the foremost element of the Four-pronged Strategy. The other three measures – comprehensively expanding in-depth reform, comprehensively establishing rule of law, and comprehensively enforcing strict Party self-governance – provide important guarantees for completing the building of a moderately prosperous society in all respects as planned. The Four-pronged Strategy spells out strategic goals and measures for the Party and the country under the new historical circumstances, and is the Party's master plan for the nation's governance for a new era. It is an overall strategy for the long-term development of the Party and the country, and an important guarantor of the Chinese Dream of great national renewal.

“四個全面”戰略布局

2014 年 12 月，習近平在江蘇省調研時，明確提出了“四個全面”戰略布局，即全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨。“四個全面”戰略布局是從中國發展現實需要中得出來的，是從人民群眾的熱切期待中得出來的，是為推動解決中國面臨的突出矛盾和問題提出來的。“四個全面”戰略布局，相互之間密切聯系、有機統一，具有緊密的內在邏輯，是一個整體戰略部署的有序展開，共同支撐起中國特色社會主義事業全局。全面建成小康社會是重大戰略目標，在“四個全面”戰略布局中居于引領地位。全面深化改革、全面依法治國、全面從嚴治黨是三大戰略舉措，為如期全面建成小康社會提供重要保障。“四個全面”戰略布局，確立了新的歷史條件下黨和國家各項工作的戰略目標和戰略舉措，是黨在新形勢下治國理政的總方略，是事關黨和國家長遠發展的總戰略，為實現“兩個一百年”奮斗目標、實現中華民族偉大復興的中國夢提供了重要保障。
