Internet Plus Plan of Action

The Internet Plus Plan of Action was initiated by Premier Li Keqiang in his Report on the Work of the Government to the annual session of the National People’s Congress[ABC1] in March 2015. According to a guiding document for the implementation of the Plan, issued by the State Council in July 2015,the following goals will be achieved by 2018:

– increased use of the Internet in economic and social activities;

– Internet based businesses becoming new drivers for economic growth;

– the Internet playing a more important role in supporting widespread entrepreneurship and innovation;

– the Internet becoming an important means to provide public services; and

– the Internet economy and the real economy growing in parallel and supporting each other.

By 2025, the Internet Plus new economic models will initially take shape, and Internet Plus will become an important driving force of China’s economic and social development in innovative ways. The Document also specified 11 actions such as Internet Plus entrepreneurship and innovation, Internet Plus modern agriculture, and Internet Plus artificial intelligence.

“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃

2015年3月，李克強(qiáng)總理在全國(guó)人大和全國(guó)政協(xié)“兩會(huì)”的政府工作報(bào)告中首次提出“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃。2015年7月，國(guó)務(wù)院印發(fā)的《關(guān)于積極推進(jìn)“互聯(lián)網(wǎng)＋”行動(dòng)的指導(dǎo)意見》提出，到2018年，互聯(lián)網(wǎng)與經(jīng)濟(jì)社會(huì)各領(lǐng)域的融合發(fā)展進(jìn)一步深化，基于互聯(lián)網(wǎng)的新業(yè)態(tài)成為新的經(jīng)濟(jì)增長(zhǎng)動(dòng)力，互聯(lián)網(wǎng)支撐大眾創(chuàng)業(yè)、萬眾創(chuàng)新的作用進(jìn)一步增強(qiáng)，互聯(lián)網(wǎng)成為提供公共服務(wù)的重要手段，網(wǎng)絡(luò)經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)協(xié)同互動(dòng)的發(fā)展格局基本形成；到2025年，“互聯(lián)網(wǎng)＋”新經(jīng)濟(jì)形態(tài)初步形成，“互聯(lián)網(wǎng)＋”成為我國(guó)經(jīng)濟(jì)社會(huì)創(chuàng)新發(fā)展的重要驅(qū)動(dòng)力量。改文件還提出了“互聯(lián)網(wǎng)＋”創(chuàng)業(yè)創(chuàng)新、“互聯(lián)網(wǎng)＋”現(xiàn)代農(nóng)業(yè)、“互聯(lián)網(wǎng)＋”人工智能等11項(xiàng)具體行動(dòng)。黨的十八屆五中全會(huì)、“十三五”規(guī)劃綱要等也都對(duì)實(shí)施“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃等做了部署。通過實(shí)施“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃，全社會(huì)興起了創(chuàng)新創(chuàng)業(yè)熱潮，信息經(jīng)濟(jì)在中國(guó)國(guó)內(nèi)生產(chǎn)總值中的占比不斷攀升。
