Strategy for the rise of central China

The strategy will benefit six provinces in central China: Anhui, Henan, Hubei, Hunan, Jiangxi and Shanxi. The goal of “the rise of central China” first appeared in the Report on the Work of the Government delivered by Premier Wen Jiabao in March 2004. Two years later, the CPC Central Committee and the State Council released policies on boosting the rise of the central region.

In September 2009, the State Council executive meeting adopted the Plan on the Rise of Central China, setting the goal of building this region into a national grain production base, an energy raw material base, a modern equipment manufacturing and high-tech industrial base, and a comprehensive transportation hub. The central region, as a bridge between the east and the west, is expected to develop by tapping local industrial strength and by coordinated and sustainable development of both economy and society.

On December 7, 2016, the State Council executive meeting approved an upgraded Plan on the Rise of Central China (2016-2025). The strategic position of the central region was renewed as an important and advanced national manufacturing center, a key region of new type of urbanization, a kernel region of modern agricultural development, a model region of ecological conservation, and a region supporting China’s omni-dimensional opening up. The rise of the central region is a major element in China’s coordinated regional development strategy, and a key support to building a moderately prosperous society. It is of vital importance to economic, political and social development. 

中部崛起戰(zhàn)略

中部崛起戰(zhàn)略是指中國(guó)促進(jìn)中部經(jīng)濟(jì)區(qū)——河南、湖北、湖南、江西、安徽和山西6省共同崛起的一項(xiàng)政策。2004年3月，時(shí)任總理溫家寶在政府工作報(bào)告中，首次明確提出促進(jìn)中部地區(qū)崛起。2006年4月，《中共中央、國(guó)務(wù)院關(guān)于促進(jìn)中部地區(qū)崛起的若干意見》正式出臺(tái)。2009年9月，國(guó)務(wù)院常務(wù)會(huì)討論并原則通過《促進(jìn)中部地區(qū)崛起規(guī)劃》，規(guī)劃指出，要把中部地區(qū)建設(shè)成為全國(guó)重要的糧食生產(chǎn)基地、能源原材料基地、現(xiàn)代裝備制造及高技術(shù)產(chǎn)業(yè)基地和綜合交通運(yùn)輸樞紐，在發(fā)揮承東啟西和產(chǎn)業(yè)發(fā)展優(yōu)勢(shì)中崛起，實(shí)現(xiàn)中部地區(qū)經(jīng)濟(jì)社會(huì)全面協(xié)調(diào)可持續(xù)發(fā)展。2016年12月7日，國(guó)務(wù)院常務(wù)會(huì)議審議通過了《促進(jìn)中部地區(qū)崛起規(guī)劃（2016至2025年)》。其戰(zhàn)略定位在原來“三基地、一樞紐”的基礎(chǔ)上，進(jìn)一步發(fā)展成為“一中心、四區(qū)”的新定位，即：全國(guó)重要先進(jìn)制造業(yè)中心和全國(guó)新型城鎮(zhèn)化重點(diǎn)區(qū)、現(xiàn)代農(nóng)業(yè)發(fā)展核心區(qū)、生態(tài)文明建設(shè)示范區(qū)、全方位開放重要支撐區(qū)。中部崛起是我國(guó)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展戰(zhàn)略的重要組成部分，是全面小康的重要支撐，在經(jīng)濟(jì)、政治和社會(huì)發(fā)展等方面都具有十分重大的戰(zhàn)略意義。
