Gwadar Port Free Zone

During Premier Li Keqiang’s visit to Pakistan in May 2013, China and Pakistan agreed to build a China-Pakistan economic corridor to promote energy and transportation infrastructure development, among other projects. During President Xi Jinping’s visit in April 2015, closer bilateral cooperation was again highlighted. A key element of the China-Pakistan Economic Corridor and an essential component of the Gwadar Port development project, the free zone aims to improve trade logistics, facilitate processing trade, and promote warehousing and financial services.

A groundbreaking ceremony for the free zone was held on September 1, 2016. Attended by Pakistani Prime Minister Nawaz Sharif, it ushered in a new phase of the port development that includes the construction of an industrial park. The free zone will be modeled after the Shekou Industrial Zone in Shenzhen, China, comprising a port, an industrial park, and residential and business areas. The Pakistani government will grant tax exemptions to the zone, together with a land lease on preferential terms. Once completed, the free zone will significantly boost the development of Gwadar Port, and spur economic growth in Balochistan and the rest of Pakistan.

瓜達爾港自由區(qū)

2013年5月，在李克強總理出訪巴基斯坦過程中，雙方同意共同建設(shè)“中巴經(jīng)濟走廊”，涉及能源、交通基建等多個方面的合作。2015年4月，習(xí)近平主席出訪巴基斯坦，進一步推進兩國合作事宜。作為“中巴經(jīng)濟走廊”重點項目之一以及瓜達爾港開發(fā)項目的重要組成部分，瓜達爾港自由區(qū)將以港口為依托，重點發(fā)展商貿(mào)物流、加工貿(mào)易、倉儲和金融等產(chǎn)業(yè)。該自由區(qū)奠基儀式于2016年9月1日舉行，巴基斯坦總理謝里夫出席，這標志著瓜達爾港建設(shè)從港區(qū)朝著工業(yè)園區(qū)擴展，進入新的發(fā)展階段。瓜達爾港自由區(qū)將沿用類似深圳蛇口的建設(shè)模式，形成一個包括“港口+園區(qū)+城區(qū)”的綜合體。巴基斯坦方面將會在土地使用、稅收等多個方面給予該自由區(qū)以優(yōu)惠。建成后的瓜達爾港自由區(qū)將不僅僅發(fā)揮單純的港口運輸功能，圍繞這一自由區(qū)將形成一整個工業(yè)園區(qū)以及相關(guān)的貿(mào)易、金融多個產(chǎn)業(yè)聚集區(qū)，不僅會極大地推動瓜達爾港加速開發(fā)，而且還將帶動巴基斯坦俾路支省乃至全國的整體發(fā)展。
