The second plenary meeting of the Fourth Session of the Ninth National People's Congress (NPC), China's top legislature, opened Tuesday morning.
Entrusted by the State Council, China's cabinet, Zeng Peiyan, minister in charge of the State Development Planning Commission, will deliver a report on the Implementation of the 2000 Plan for National Economic and Social Development and on a Draft 2001 Plan for National Economic and Social Development.
Finance Minister Xiang Huaicheng will deliver a report on the implementation of the Central and Local Budgets for 2000 and on Draft Central and Local Budgets for 2001.
