Chinese Premiere Zhu Rongji signed a decree recently to announce the enforcement of the new "Regulations on Printing," replacing the former rules issued in 1997.
The revised regulations contain 48 articles in seven chapters, including the setting-up of enterprises, the printing of publications, and articles on punishment for violators.
The regulations stipulate that printing-related laws, statutes and regulations be obeyed, and that the printing of publications or other materials that are reactionary, erotic, superstitious or forbidden by the state should be banned.
The new regulations will provide clear-cut guidelines for the control on trademark and diploma printing, and broaden the opening-up of the printing industry by allowing foreign ventures into the field of package printing.
It will also simplify the procedures for governmental permission on printing, and tighten the responsibilities of printing companies by enforcing more severe punishments for violations.
