Public Sector Salary Reform
In the future, public sector salaries will be based on job position, with educational credentials and qualifications taking a secondary role, the Shanghai Morning Post reported today.

In Shanghai 1,025 public sector units have already implemented the reform, and all local public sector units will follow suit in the next three or five years, according to the Shanghai Personnel Bureau.

The actual salary of a public service employee is composed of two parts--base pay and subsidies.

In the past, educational credentials and qualifications were the key factors in fixing salaries, so young employees could not make more than veterans. After the reform, everyone will be paid according to the job they do.

The reform aims to foster fair competition and benefit capable employees, said an industry analyst.
