The Hainan Provincial Communist Party of China (CPC) Commission for Discipline Inspection issued regulations on September 15, saying Party members will be expelled if they are found to have illegitimate children or be involved in extramarital affairs, according to Xinhua News Agency today.
The commission's regulations, reportedly designed to enforce family planning policy, stipulate that Party members who have illegitimate children through adultery, bigamy or illegal cohabitation will be thrown out.
Those who abandon children or send them away for other people to look after and who then have more children will also be ousted.
Some 130 boys are born for every 100 girls in Hainan, much higher than the average of between 103 and 107 boys to 100 girls. The gender imbalance is blamed on sex-selective abortions and a traditional preference for boys.
Party members are prohibited from ultrasound gender identification and sex-selective abortions, as well as abuse or abandonment of women who give birth to girls.
The regulations also say those who retaliate against those who report their violations will be dealt with according to Party discipline.
Heads of state-owned institutions and organizations will be given a warning or be discharged from Party posts for failing to implement family planning rewards or preferential policies.
