President Jiang Zemin has signed a decree to launch the statute on the appointment and removal of People's Liberation Army (PLA) officers. The statute applies to the appointment and removal of officers from platoon-rank to commanders serving in the military, political and logistical sectors. That's the first of its kind in China.

The statute applies to the appointment and removal of officers from platoon-rank to commanders serving in the military, political and logistical sectors. Based on the former provisional statute promulgated in 1997, the new ordinance further specifies the procedure and assessment for promoting military officers and standby candidates as well as transfers and disciplinary removals.
The statute is considered to be conducive to building a young, highly-educated and professional military force and reinforcing the PLA's important function of serving the people. It defines the authority limits in different military ranks, and aims to ensure the just and orderly promotion of officers through clear and standard procedures. The statute improves the democratic examinations of officers eligible for promotion by taking public opinions into consideration.
The General Political Department has asked the PLA and armed police forces to abide by the statute.
