Deng Xiaoping and Jiang Zemin met with members of
Drafting Committee for the Basic Law of the Hong Kong Special
Administrative Region (HKSAR), in February 1990.
Enacted in accordance with the nation's
Constitution, the Basic Law lays downs the guidelines of "one
country, two systems" and of "Hong Kong people administering Hong
Kong" with a high degree of autonomy.
