China's National Development and Reform Commission, along with other 10 government bodies, has issued its latest guidelines on urbanization. One key area is the Hukou, or the housing registration system.

Under a new pilot scheme, 62 cities and regions will run a credit system for people who aren't locally registered - giving them similar rights to local Beijing citizens.

In China, a Hukou is issued according to where you were born or who your parents are. One of the pilot zones is Tongzhou is in East Beijing. Tongzhou is close to Beijing's Central Business District, and has a population of over a million. About 40 percent of residents don't have a local Beijing Hukou.

But under the new scheme, anyone living in the district with a legitimate job will be eligible for the credit system. Residents can earn credits according to how many years they've been paying social insurance, and how long they've been settled in the city.
