File photo shows Deng Xiaoping (1st R), then vice-premier of Government Administrative Council, made an explanation to the Electoral Law of the National People's Congress and Local People's Congresses of the People's Republic of China during the 22nd session of Central People's Government Council in Beijing, China, Feb. 11, 1953. The Electoral Law was enacted in 1953 and completely revised in 1979. It then underwent four minor amendments. The electoral system is the foot stone of democracy, and the principle of equality is a prerequisite to guarantee people's democratic rights. The amendments of electoral law can be seen as records of the development of democracy in China.
