Male, born in March 1942; ethnic Uygur, native of Yining of the Xinjiang Uygur Autonomous Region; joined the Communist Party of China (CPC) in July 1960; started working in September 1965; graduated from the Electric Motor Engineering Department of the Xinjiang Institute of Engineering; senior engineer.

1965-1980 Technician and engineer at the Construction Survey and Designing Institute of the Xinjiang Uygur Autonomous Region
